About

Dr. Gregory Thomas is the Assistant Director of Geospatial Intelligence Programs in the College of Earth and Mineral Sciences with the Pennsylvania State University. He coordinates the geospatial intelligence option for the Master of Professional Studies in Homeland Security. Prior to this appointment, Dr. Thomas taught courses in the geospatial intelligence program as an adjunct instructor.

Dr. Thomas brings to teaching 26 years of intelligence and analytical experience in the law enforcement field. He previously worked for investigative agencies in the Commonwealth of Pennsylvania, including the Pennsylvania Crime Commission, the Pennsylvania Office of Inspector General, and most recently, the Pennsylvania State Police. In his position at the State Police as an intelligence analyst supervisor, Dr. Thomas selected, trained, and managed analysts as they provided support to criminal investigators and law enforcement personnel. Analysts under his supervision examined criminal intelligence information using techniques including geospatial intelligence applications, communications analysis, network analysis, and event analysis. With the State Police, he assisted with intelligence-led policing functions and complex conspiratorial investigations as well as homeland security and anti-terrorism initiatives.
He was involved in establishing the Commonwealth’s criminal intelligence center.

Dr. Thomas obtained a Bachelor of Science degree in Criminal Justice with a minor in Sociology from Shippensburg University of Pennsylvania, a Master’s of Public Administration from the Pennsylvania State University, and a doctorate in Administration and Leadership Studies from Indiana University of Pennsylvania. His dissertation focused on the role of local law enforcement in homeland security.

Dr. Thomas assisted in developing analytical training and academic courses for criminal intelligence analysts. He is a lifetime Criminal Intelligence Certified Analyst through the International Association of Law Enforcement Intelligence Analysts, and is currently on the board of directors of this association. He has published articles relating to organized crime, criminal intelligence analysis, geospatial intelligence, intelligence-led policing, and terrorism.
